Xiao Wu's case is a bit forced. But bear in mind that Soul Beasts always have advantage over people. Tang San lost even with Tang Sect skills in his first fight with her.

Taking this in mind, Xiao Wu using Soul Beast scaling (even though she's technically 100% human now) She would be equivalent to 70,000 years with 100,000 years exp having the stacking buff of Ning Rongrong's 80% boosts.

So yeah, 2.6 times boost is quite generous.

Level 97 to 99 is around 50% jump in power

That means level 97 is 1.5 times stronger than level 96
Level 98 is 2.25
Level 99 is 3.375 times

If we factor in level 90 to 95, even if they are smaller jump. It isn't really unthinkable for level 99 to be tens of times stronger. (If we count from level 90, the multipliers are definitely going to be greater than starting from 96)

This is why Level 93-95 being around 2.6 times stronger is really not small or rather people are too used to larger numbers thanks to Dragonball Super that appeared a few years ago.
